OUR FRIENDLY WEATHERMAN


I
have always enjoyed hearing the weather reports on TV, radio, and the newspaper.  However, lately, I have been confused about the reports of "how the weather feels".  Sometime they report that the temperature is now 45 degrees, but it "feels like 34 degrees".

How do they know what it feels like to me?  (It usually feels like 40 below zero to me when it is 45).

And another thing:  They are now saying, "It is raining, but it is not hitting the ground!"

How can this be?  I have never heard anything like that in my life.

AM I MISSING SOMETHING?
